Accessibility statement

The Consell Insular de Formentera is committed to making its website accessible, in accordance with Royal Decree 1112/2018 of 7 September on the accessibility of public sector websites and mobile applications.

This accessibility statement applies to the website www.observatorideformentera.cat (Data Observatory of Formentera): the public portal in Catalan, Spanish and English, the public surveys hosted on it and the internal management applications (the tourist information offices' form and the administration panel).

Compliance status

This website is partially compliant with Royal Decree 1112/2018 and with standard UNE-EN 301549:2022, which incorporates the level A and AA success criteria of the Web Content Accessibility Guidelines (WCAG) 2.1, due to the non-compliances listed below.

The content listed below is not accessible for the following reasons.

Non-compliance with Royal Decree 1112/2018

The shortcomings found in the September 2026 evaluation were corrected on 23 September 2026: light-theme contrast, reflow at 320 pixels and under zoom, the side menu and language selector, a skip link, page titles and the declared language, the virtual assistant, the public surveys, the tourist information office form and the administration panel. These corrections have been checked with automated tools, with the keyboard and at several screen sizes, but not yet with screen readers or on real mobile devices; they will be verified before the next review of this statement.

The following content is still not accessible (affected WCAG 2.1 criteria in brackets):

  • Indicator charts are drawn on a canvas and do not adapt to the operating system's forced colours (high contrast) mode. As an alternative, every indicator offers a table with all its data and a CSV download.
  • Legacy interactive Power BI reports: they were produced by the Consell itself and are embedded from Microsoft's service. They cannot be fully used with a keyboard or a screen reader and have no complete text alternative (1.1.1, 1.3.1, 2.1.1, 4.1.2). They are progressively being replaced by accessible native indicators. In the meantime, you can request the data of any report in an accessible format at the contact address in this statement.

Content outside the scope of the applicable legislation

Office documents (PDF, spreadsheets and similar) published before 20 September 2018 are outside the scope of the Royal Decree under its article 3.4.a), unless they are needed for an ongoing administrative procedure.

Preparation of this accessibility statement

This statement was prepared on 23 September 2026.

The method used was an external evaluation, carried out on 22 and 23 September 2026, which combined source code inspection, automated tools and manual review with the keyboard and a Chromium-based browser at several screen sizes. No tests were carried out with screen readers or on real mobile devices.

Last review of the statement: 23 September 2026. Next review planned: before 10 September 2027.

Requests for accessible information and complaints are answered within twenty working days at most.

Enforcement procedure

If, after you submit a request for accessible information or a complaint, it is rejected, you disagree with the decision taken or the reply does not meet the requirements of article 12.5 of Royal Decree 1112/2018, you can file a claim. You can also file it if twenty working days have passed without a reply.

The claim is submitted to the Consell Insular de Formentera by the same means given in the previous section and is handled in accordance with article 13 of Royal Decree 1112/2018 and Law 39/2015 of 1 October on the Common Administrative Procedure of Public Administrations.

Optional content

  • The Observatory's native indicators offer, for every chart, a table with the data and a link to download it in CSV format.
  • The site has a light and a dark theme: it follows the system preference and can be changed from the header.
  • Power BI reports do not load until you ask for them, because they connect to Microsoft servers.
